The letter from Mr. B.L. Kaploon about

war damage compensation for his losses in Hong Kong, which you sent to Cripps, has been passed on to me.

As you may know, Hong Kong decided not to pay compensation for war damage for the reasons given in the attached Hong Kong statement of April, 1948.

The suggestion that Mr. Kaploon sho ld receive compensation on the ground that he was a member of the Hong Kong garrison is primarily a matter for the Far Office, and I am therefore having copies of this correspondence sent there for further consideration of this aspect.

You may, however, be interested to hear that although Mr. Kaploon was not at the time a British subject he has been treated generously by the Hong Kong Government in that he was awarded a scholarship in 1946 and as since had it twice extended.
